Probably that's because you bypassed CONFIG.SYS, or you don't have one, or it does not contain the line FILES=50 . Fix that, REBOOT, and replace the TVLIST*.* which unfortunately are about to be deleted. (They won't be deleted if you reboot NOW.)
Maybe you limited the amount of memory available to TV Agent, or you are running in a SHELL?
